Hopefully Firaxis will fix this in the near future. Please note that as of the 2019 Summer Update, rivers and floodplains in world builder maps are still bugged so that they wont flood and that you can’t build dams.
Equally if you are reseting for a Fire Nation start (normally about one coastal bias civ spawns there a game), be prepared to conquer some city states as normally one or two spawn there a game (or just lower the number). On some games I’ve had 5 civs start in the upper right of the map which can get quite chaotic so don’t be afraid to reset or lower the number of civs. This map has all four of these civilizations (even if the air nomads are pretty much extinct in the show). Unlike most Nick shows, this one is actually good, and has four different nations: the Air Nomads, the Earth Kingdom, Fire Nation, and the Water Tribe. Tips: As it is a huge map you would normally start the game with 12 civs and 18 city states. Avatar: The Last Airbender is an animated show on Nickelodeon.
